Each village and town has rules about the building of structures and how the land is used. This is good because it sets some standards and helps neighbors get along.
The Town of Schuyler website has posted a building permit form which states "All sheds 100 sq. ft. and under: no fee or building permit required." (stated in the Fee section 10.F). So, for example an 10x10 shed is 100 square feet. Since this is 100 square feet, a permit would not be required. (However, this could have changed since the time of this posting, so you should still check with the Town of Schuyler.)
There are similar rules for other towns, but to be sure, check with your own local city or town office.
